Summary The background for this project is the general age-structured bioeconomic model that has been developed at SNF, which can include all kinds of technologies in fisheries from schooling (purse seine) fisheries to demersal (bottom trawl) fisheries where the fish is uniformly distributed in the water. We propose to develop this model further both for simulation and optimization purposes and in particular to extend it such that it can be applied as a multi-species model. The model has been presented both at economic and biological meetings around the world and received a lot of attention. The theoretical model has already resulted in an article in AJAE. Researchers abroad have expressed interest for cooperation, and it would be a pity if the momentum of this work should be halted due to lack of funding. The generalized age-structured model is, to a much larger extent than existing models, able to incorporate density dependence in the stock. Traditional age-structured models can typically only handle demersal bottom-trawl type fisheries and not schooling fisheries. The Beverton-Holt model comes out as a special case of our model. The new approach makes it possible to analyze not only the extreme cases of pelagic schooling species on one hand and demersal species at the other, but also the more realistic cases between these two extremes. It is also possible to do optimization and not only simulation. Further, optimization can be done on fairly large-scale real-world fish stocks and for quite long time horizons. This makes the model useful for solving practical management problems and yield realistic policy implications. In other words, it is not only a theoretical model but very much a tool for practical management. The main contribution will be detailed advice on catch and effort allocation in order to increase value added in society along with analysis of consequences for employment and settlement etc. The advice will be based on ecosystem analysis.
