The self-inspection scheme (Regulations on inspection of fishing and catching vessels from 10.67 to 15 meters in length) means that shipowners must purchase services from various Approved companies. This entails relatively high costs for the individual shipowner depending on location. The starting point is that there are too few companies in the immediate area and thus the travel and subsistence costs are high and make up an unnecessarily large part of the bill. The self-monitoring scheme that came into force on 1 January 2001 has led to a change in the price regime compared with when the Norwegian Maritime Directorate had the task. The intention of the preliminary project has been to get feedback from the shipowners on how the current self-control scheme affects their everyday lives. The pilot project has also focused on shipowners' HSE routines in relation to self-control. The governing body for the self-inspection is the Norwegian Maritime Directorate's inspection form (KS-0319 B). An aid most people use in their self-control work. However, the form is used on a voluntary basis for systematization of the self-control between the imposed control. But is a necessary part of the periodic and complete checks. The Approved companies carry out and approve the inspectio. The pilot project shows that few shipowners have established good HSE routines. There were very few who had gone through the self-inspection form before the approved inspection was carried out. The main reason was complicated forms and many points that were not relevant to their use. The project group believes it is important to proceed with the problem in a main project. In a main project, it is desirable to make visible the actual costs the shipowners have under the current scheme based on geographical spread. At the same time, a main project wants to address how better HSE routines affect more effective self-control.
