"Within the scope of the Action Plan of the National Strategy for the Sea, Resolution of the Council of Ministers No. 163/2006, of 12 December, an Action Programme was approved that includes, among others, the ""Planning and Spatial Planning and Maritime Activities"", which provides for the development of a maritime spatial planning plan (POEM). This Plan aims to organize the uses and activities of maritime space, present and future, in close articulation with the management of the coastal zone, ensuring the sustainable use of resources, their preservation and restoration, enhancing the efficient use of marine space, within the framework of an integrated and intersectoral approach, and fostering economic importance, environmental and social aspects of the sea. Bearing in mind that the existing territorial management instruments at national level focus essentially on the terrestrial aspect, not contemplating the maritime aspect or not considering the multidimensional scope of the sea, that is, the bottom, the water column, the surface, the coast and the atmosphere, it is important to find a way to regulate this matter in a coherent and articulated way. Thus, through Order No. 32277/2008 (of CIAM), of 18 December, and considering the provisions of paragraph 2 of article 38 of Decree-Law No. 380/99, of 22 September, as amended by Decree-Law No. 46/2009, of 20 February, the preparation of the Maritime Spatial Planning Plan was determined. The POEM, as a Sectoral Plan, must establish and justify the sectoral options and objectives with territorial impact and define implementing rules, integrating the graphic pieces necessary to represent the respective territorial expression and will be accompanied by a report that diagnoses the territorial situation on which it intervenes and the technical justification for the options and objectives established. The development of this Plan takes into account the Commission's Guidance Document, Communication from the Commission, COM(2008) 791 final, Roadmap for Maritime Spatial Planning."
