Summary There is broad agreement in the industry to work to develop catch-based aquaculture (also called fishing for live storage) as a sustainable and profitable form of operation. The government also emphasizes catch-based aquaculture as a nationally important strategy for increased marine value creation. To achieve this, industry and administration must jointly develop and practice a regulatory framework that provides predictable framework conditions, as well as realistic opportunities for profitable operations. In this connection, the Norwegian Fishermen's Association and the Norwegian Raw Fish Association in 2003 took the initiative for the project called "Resource control and aquaculture of marine species", which was later funded by the Fisheries and Aquaculture Research Fund (FHF). The implementation of the project was first managed by a separate working group, later by the Navy's Wild Fish Forum. The objectives of the project were to: 1) Provide professional input to the design of new regulations for catch-based aquaculture, which will ensure a sensible balancing of considerations for both resource control and business development; 2) Influence the key decision-makers in the choice of rule design; 3) Provide input on research needs related to resource control, capture and rearing of wild fish and further farming activity. The project has coordinated and designed many statements and inputs, which in total have helped to design regulations that are reasonably well adapted to the industry's needs. The work has taken place in close and good collaboration with administration and research institutions. All the professional activities, which were described in the project sketch that formed the basis of the project, have been completed. Significant work has also been done in addition to this. However, the project has not been completed within the time period that was originally outlined. It is still necessary to carry out research and study projects, which can contribute to catch-based aquaculture being developed as a profitable and sustainable industry, with a good reputation. Input to this has been given to the action plan of the Fisheries and Aquaculture Research Fund, the Research Council of Norway and Innovation Norway's updated "Plan for coordinated investment in cod" and not least through the preparation of a separate action plan for Wild Fish Forum. During the project period, consultation statements and input are disseminated through ordinary channels at the participating organizations. The results of the work are discussed in the fishing newspapers, and on relevant websites. On the basis of the work that has been carried out, as well as the results that have been achieved, the objectives with this are considered to have been achieved. The project was carried out by the Norwegian Fishermen's Association, the Norwegian Raw Fish Association and the Wild Fish Forum, with support from the Fisheries and Aquaculture Research Fund (FHF).
