Given the fisheries' historical, current and presumed future significance for Norway's economic and social development and prosperity, it is important to form a picture of how the fisheries will develop in the future under changed and to some extent new framework conditions. The project is anchored in FHF's action plan for 2011 in terms of "identifying long-term challenges in the industry, understanding the problems in the various sectors, finding the right strategies, and selecting measures with the greatest possible effect". It is also closely linked to the Fishermen's Association's recently adopted “Fishermen's strategic plan for R&D”, where it is a goal “to identify and understand the problems and challenges in the areas that are most important for the industry's further development”.
