The sharp polarization between freely negotiable quotas and the common solution has been clearly expressed in the Structure Report, (NOU 2006: 16, Structural instruments in the fishing fleet, 8: 7). The project aims to develop a third way in the form of a model that combines institutional and market fishing conditions that will ensure recruitment and new value creation opportunities for the coast. Both economic and non-economic (externalities) will be included in the models. The project will carry out comparative studies of these models, compare point by point solution proposals and effects and on the basis of the results lay the foundation for a new and hopefully epoch-making model where the political guidelines that the Structural Committee should relate to (fishing as common property, ie a Fiskerallmenning, a fleet that provides activity along the entire coast and ensures a modern, varied and profitable fleet), is well taken care of. The starting point is to develop alternative management models for access to a regulated fishing community based on the principle that qualified shipping companies and active skippers shall have opportunities to participate in fishing on the nation's common fishing resources within the framework of the total available quotas distributed through political processes locally and centrally. The models shall, in contrast to established regulatory models, regulate the arrival and departure of shipping companies and active skippers with acquired historical rights and not in the distribution of the rights to vessels. The models must also take into account the considerations of sustainable harvesting and value creation of fishery resources, including reducing the catch pressure resulting from increased capital efforts. The project will also examine recruitment barriers for new shipping companies, active skippers and young fishermen. The consequence of the two main models recommended by the Structure Committee shall be analyzed with regard to the distribution of value creation. The models for access regulation will be an innovation in the Norwegian fisheries context.
