For assessing the status of commercially exploited fish stocks under the EU Marine Strategy Framework Directive (MSFD), the EU Commission proposes several indicators according to the three criteria exploitation rate, stock size and size structure (Commission Decision 2010/477/EU). It is distinguished between primary and secondary indicators. Primary indicators like fishing mortality (F) or spawning stock biomass (SSB) can be calculated easily for well-assessed fish stocks. Nevertheless, in the Baltic Sea waters there are several commercial fish stocks which are not subject to analytical assessments, such data-limited stocks are in particular flatfish species. For these it is proposed to use secondary indicators as for example harvest ratio and catch per unit effort to assess stock status. The project aims at testing the proposed secondary indicators for applicability and developing further appropriate fish stock indicators, respectively, enabling the evaluation of flatfish stock status in the Baltic Sea with a focus on the German territorial waters.
