This project addresses a critical issue in Norway's marine policy: the implementation of the comprehensive management plan for the Barents Sea. Amidst considerable controversy, the plan was adopted in March 2006. The project aims at understanding the preconditions for effective implementation of the plan, and with it, Integrated Oceans Management. Three sub-projects address the international political and legal framework for Integrated Oceans Management, the challenges related to coordination between sectors and reconciliation of their different interests, and the need to match the geographical reach of Integrated Oceans Management regimes with the ecosystems that are targeted. The general objective of the project is to examine the legal and institutional preconditions for the effective implementation of Integrated Oceans Management (IOM) in the Barents Sea. On the basis of the three abovementioned aspects of the plan - a seeming institutional void where institutional mechanisms for coordination are missing, a mismatch between the geographical scope of the plan and the problems it addresses, and the need to consider also the relationship to the European Union in this regard, the detailed objectives of this project are to: (1) Address the issue of effective implementation of the plan; (2) Explore the potential for extending the plan to the entire Barents Sea; (3) Explore the potential for extending the plan to other ocean regions.
