Summary The harvesting pattern of NVG herring has changed in the last 10 years. Increasingly large quantities are landed in the period January – March, a period of relatively poorer quality, compared with the period October – January.
With the prospect of lower total quotas in the next few years, it will be in the herring industry's interest to maximize value creation on the available quota. It is not known that an attempt has been made to calculate such a value-creating potential for a pelagic industry before.
Phase 1
To uncover and quantify the economic potential that the herring industry can have by adapting the harvesting of NVG herring to periods where the market pays the best price.
If the economic potential should prove to be significant, a natural phase 2 of this project would be to look at how one can actually realize this potential.
Phase 2
To look at conditions such as:
• Is it possible to make a change in the direction of a more market-adapted regulation of fishing?
• What effect will a change in the quota year have on price formation?
• What effect will it have if such changes only take place for the Norwegian participation in the fishing for NVG herring?
• What market and cost conditions must be met for the economic potential to be realized to ensure the fleet a herring price of e.g. NOK 4 and the industry a gross contribution of NOK 2 in an optimal harvesting situation?
