The SSA project was a preparatory action for an ERA-NET concerning the co-operation and co-ordination of monitoring programmes dealing with coastal water quality in shellfish growing areas. It represented the foundation of a potential Coordination Action proposal designed to improve collaboration between programme managers. The duration of the project was 10 months (January 2005-November 2005). The aim of collective networking was to help support the harmonization of the activities that guarantee consumer protection within the framework of new EU legislation concerning food safety standards and water, which include shellfish. As such, the project initiated support actions for common strategic interests at both national and regional level within the European Research Area. The proposal activated a series of structured measures designed for defining the requirement for subsequent interpretation and dissemination activities. In general, the work programme compiled a directory of responsibilities, created a model database to combine information on existing programmes, and identified common programme topics. In addition, it provided a base mechanism for the co-ordination and standardization of current coastal monitoring programmes through a series of recommendations concerning best practice for coastal water management. The planned approach tried to deal with the problem of fragmentation inherent in current national and regional programmes. This was a requirement because there is currently no general infrastructure that can promote transnational exchanges or provide an overview of the results generated from existing programmes. Essentially, the basis of the project was designed to lead to an open network which would provide a needed pool of information, as well as being a source of co-operation between the research community and the managers responsible for programme funding. (1) To prepare a future ERA-NET in order to coordinate the research and innovation activities that guarantee shellfish consumer protection; (2) To contribute to harmonization and knowledge sharing, in the European research area, by initiating the co-operation and co-ordination of the research and innovation parts of the monitoring programmes concerned with coastal water quality in shellfish growing areas through collective networking; (3) To provide the basis of future promotion and awareness for the dissemination, transfer, exploitation, assessment and take-up of programme results within the framework of new EU legislation concerning food safety standards and water.
