Summary On 23 July 2008, the European Commission presented a proposal to ban trade in seal products. The proposal provides for an exemption from the ban if humane fishing methods can be guaranteed, without these being further defined.
Although there are issues related to humane killing that are presented as a basis in this context, the case can also be regarded as an attack on the actual seal hunting and trade in seal products. The case has its origins in animal welfare organizations which are in part strongly negative to all catches and consequently also trade in such products.
The proposal entails the introduction of a general ban on the sale of products originating from the seal on the EU market, including the import, transit and export of seal products. However, it is possible to grant exemptions from the ban if high standards of animal welfare can be guaranteed and the animals are not allowed to suffer unnecessarily.
The outcome of this case could be of great importance for the development of the seal hunting industry in the future.
The project aims to help decision-makers within the EU gain better knowledge about the seal industry and how the Norwegian authorities view the industry.
It is also planned to contribute to coordinating the interests of the seal nations through the respective cooperating fisheries organizations for the nations to which this relates.
Furthermore, the project will contribute to increasing the Norwegian authorities' knowledge and insight into the decision-making channels and the political conditions, as well as providing an overview of the actors within the EU in this area.
Overall, the goal is that the measures that will be implemented will be able to contribute to a better position for the Norwegian seal hunting industry in relation to the processes that are currently taking place in the EU.
