The cod sector faces major challenges. The industry is based on a production concept with harvesting from a varying natural resource. The products must be sold in an international food market at a competitive price. The profitability of the industry in recent years indicates that the current adjustment is not financially sustainable, despite the fact that the number of players has fallen sharply and quotas have increased. This framework program aims to develop knowledge that can help to understand why the cod sector has found itself in such a situation. At the same time, it is a goal that this knowledge will contribute to proposing measures that can contribute to increasing profitability and strengthening the Norwegian cod sector's competitive position. This will take place through a long-term research program that runs over five years. Goals: • To develop increased knowledge of why the cod sector has over time had weak profitability. • To contribute with professional and theoretical knowledge that can provide a better understanding of how an interaction between public administration can contribute to increasing value creation based on renewable common resources. • To develop a strong social science environment that has a unique competence on how national public regulations of capture and production from wild stocks affect the industry's international competitiveness, structure and profitability. The program consists of several different work packages which, through their sub-goals together, will contribute to achieving these overall goals.
