The recently agreed Article 15 of the new Common Fisheries Policy (CFP) Basic Regulation introduced a discard ban or landing obligation. The final text agreed by the Council and European Parliament includes a number of exemptions and flexibility tools. In paragraph 2(b) an exemption from the landing obligation is described for "species for which scientific evidence demonstrates high survival rates, taking into account the characteristics of the gear, of the fishing practices and of the ecosystem". To support any proposal for an exemption for selected species or fisheries, therefore, there is a requirement for clear, defensible, scientific evidence for high discard survival rates. To meet this requirement, we propose a project structured into three workpackages that will provide: (1) An assessment of survival rates of quota species in different fisheries and areas; (2) Case studies to quantify discard survival under a range of different environmental and capture conditions and; (3) Identification of methods to improve survivability.
