Creating the knowledge for precision fisheries management: spatially aware ‘nudging’ to achieve Maximum Sustainable Yield using real-time fisheries incentives

We aim to develop scientific tools needed to support ‘precision fishing’, based on a real-time incentive system (RTI), that maximises sustainable yield (contributing to the national economy and food security) from commercial marine fisheries subject to the MSFD in Irish waters. This move to effort rather than total catch management will improve efficiency in marine capture fisheries by a) reducing discards, b) tuning effort to resources in time and space and c) eliminating loss of fishing opportunities due to TACs. RTI systems depend on spatio-temporal dynamic fisheries models. We propose to build appropriate models using existing fisheries-model components; then test them within a management strategy evaluation (MSE) framework. This involves the building and testing of a fish community model for a test-case (The Celtic Sea) using spatial and time-series data describing fisheries and environmental variables. We will examining management scenarios, first following conventional catch-quota methods to verify the model’s sensitivity and specificity to fishing regulations. Then, the MSE will use the model, populated with Celtic Sea data to evaluate the RTI by examining a large range of scenarios in collaboration (engagement) with stock assessment scientists and fishing industry stakeholders, prior to designing a pilot RTI management proposal.
